/downloads-setup — Post (or move) the download panel into a channel

/downloads-setup channel:<#channel>

Posts a new panel message in the given channel. If a panel already exists somewhere else, the new one is posted and confirmed first, and only then is the old message best-effort deleted — so a failed post never leaves you without a working panel.Permission: ManageExample: /downloads-setup channel:#downloads
